I would read read résidents à l'étranger as residence abroad - i.e., not my address du domicile, which would be my home address.
I realize I could be wrong. But at the end of the day: I entered my address in France, and got my QR and passe 2.5 hours after submitting the forms. My coworkers entered their US addresses, and have been waiting for over ten days. Maybe it's just random luck.
In comparing notes, I realized that a lot of my co-workers also did not enter the subject line on their email properly. This might be another reason for the delay. Per the French Government's website, it should be
COUNTRY OF RESIDENCE / SURNAME First name / Date of arrival in France in the format DD-MM-21
For example: USA / DURAND Anne / DD-MM-YY

It's now been 2 weeks and never heard from anyone regarding our Sanitaires. For those who may have missed it: My brother and I did end up going to Strasbourg for a day after cancelling our hotel there for 2 nights and opting for nearby Freiburg Am Breisgau instead. We made a reservation at a historic restaurant that was happy to usher us in with our CDC passes. I didn't encounter any passes being scanned at outdoor cafes. One girl was doing it at a Five Guys, but that was it. Germany and Switzerland were both very easy going and neither place asked for vaccination proof other than our hotel before the trip. From listening to others' experiences one would have to gauge whether the risk of visiting France would be worth it given the potential headaches. One day this will all blow over.

I think the confusion is that it does say your address from your "residence abroad". That is what that phrase means in French and the English is translated that way.
The confusion is that since this application was written by the French govt. for foreign nationals who got vaccinated abroad (meaning not in France), when they say "residence abroad" they mean your home country, not France. They don't mean when you travel TO France, which from your own point of view is your residence "abroad" as you don't think of your home address as your address abroad.
It is a confusing terminology which the document designers just didn't think of, unfortunately. The country of administration doesn't even need to be filled out unless it is different from your residence).

It's up to date and also has information from people who have been successful getting their passe from pharmacies in Paris - definitely worth looking at. Most of those who have posted also say that there hasn't been a problem getting into restaurants and many cultural institutions with the CDC card and passport.
I do feel better about not yet having mine (I leave the US on Sept. 20) and my guess as some have said is that they're doing the best they can with what is no doubt a huge volume. Some on another blog I belong to said that when they arrived in Paris last week it was a madhouse at the airport. I'm going to resubmit on this new website and keep my fingers crossed.

And by the way, it makes it 100% clear that the address you must give is your HOME address in your HOME country. So perhaps we can wind down that debate.

I used the new site last night and applied for our pass. I did have a problem uploading my documents (it gave me an error regarding internet). I decided to finish on my ipad and saved each document in my photos. They uploaded and I got a verification email that everything was successful.

Hopefully this new website will work better. Applied originally on the 13th but have heard nothing back since our original application other than a confirmation of receipt. Our plans hinge on having a pass and we leave for CDC next Saturday.

I did one today on the new website and it worked well. I like that I can now track the status.
The only quirk was when trying to enter the country of residence/country of vaccination.
It would not show my my country on the list when I started to type United, or America. But when I typed etas it gave me the right option.
If you are planning to travel next week you may be SOL due to the increase in COVID cases here in the USA.

Written instructions tell you to enter your date of birth in the European format DD/MM/YYYY.
But if you use their calendar to input your DOB, it will automatically format it MM/DD/YYYY
I tried changing it manually to the indicated format, which in my case would be 16/10/19XX. The software would NOT ACCEPT the "16". As the calendar is set up to use the US format of MM/DD/YYYY, clearly the written instruction is WRONG.
If you're born on the 1st to the 12th of the month and you enter your birth date manually, you could easily go wrong by following their instructions.
NB: For all other dates on the form, eg date of departure from France, the instructions say to use US formatting: MM/DD/YYYY.
The instructions for entering your date of birth are clearly an anomaly. They should NOT be followed.
