Follow up to an earlier email, that is still pending approval by the moderators (it had a lot of links in it) - I got my passe sanitaire in less than three hours. My coworkers on the same trip have been waiting all week. We compared notes, and the differences we found:
  • I converted my four documents to pdf and labeled them name_passport, name_travel, name_application, and name_vaccination. Others in my group sent it jpgs, or bundled everything into one pdf.
  • I filled in my dates and addresses for where I will stay in France. Others used their US address. I think they were thrown by the term "residence" and thought it meant their home residence.

Otherwise we did everything the same.

we stayed at a small auberge with a restaurant. The owner knows we have our vaccination certificates but did not ask to see them. Last night we ate at a restaurant in the village. We told them we have our vaccination certificates but they did not ask to see them. They have a sign posted that they require pass Sanitaire. I wonder if some restaurants post the signs so local police will see they are following the law even though they don’t ask to see it.

I've been looking at the websites of restaurants and museums in Paris and many of them state on their site that they require the passe sanitaire. But to your point, maybe they state it to show the authorities that they're in compliance.

No we are not in Paris. We have been in Provence, French alps, and now Languedoc region. Only one place refused us.

I guess I don't really understand the rule of requiring the Pass Sanitaire if few are actually asking to see it. Defeats the purpose.

My brother and I left Strasbourg yesterday. Never heard back from the French about our Sanitaire applications. We were the first ones in line for the restaurant we booked. We showed them our CDC passes and they quietly ushered us in. No problem. After dinner
​​​​​​we walked past a Five Guys where a young lady manned the entrance with a scanner to check for Sanitaires.

I leave next Friday, but so do others in our party who are still waiting for their pass. It's possible I just got lucky. But also, I work for the government, and I know that when I get applications for projects and all the paperwork is in clean order (legible, neatly labeled, no errors) sometimes I will just whip out a permit quickly rather than add the application to my queue. It's possible that's happened here.

We filed for our pass sanitaire on the 10th for a 20th trip -- one was received, the other has not We did not try to go last night, without my pass (and only a CDC card). We are staying at our own place, so dining out is not as urgent a priority.

Did see an article posted about enforcement efforts happening elsewhere. I will have to check with local contacts on their experience here in the Cote d'Azur

I’m confused about what address do we put in the actual application. I thought since it is a French document asking for my address of residence and where I got my vaccine, it meant my USA address.

I can certainly write a trip report for the Languedoc region! If I have the time, I will include the French alps.

Regarding the Pass Sanitaire, we just spent one night in Carcassone. At dinner last night, the restaurant accepted our CDC vaccination certificates & took photos of them. Today we had lunch in Carcassone before heading back to our daughter’s home, and the restaurant also accepted our vaccination certificates & took photos of them.

The phrasing is confusing. It reads: Address (in country of residence abroad) .... I suspect it's an awkward translation from the original French. I take it to mean: address of where you are staying abroad.

Oh boy! On another board, the consensus is that Address (in country of residence abroad) means your home address in your country of residence. Ugh.

I used my home address too. Fingers crossed. We did get the acknowledgment email. Our trip Is in 2 weeks.

It is your permanent place of residence, in the form meant for tourists.

it is unambiguous in the French version of the form:
ADRESSE (PAYS DE RÉSIDENCE À L' ÉTRANGER)
IE Address (Foreign country of residence)
...so: enter your home address.

I would read read résidents à l'étranger as residence abroad - i.e., not my address du domicile, which would be my home address.

I realize I could be wrong. But at the end of the day: I entered my address in France, and got my QR and passe 2.5 hours after submitting the forms. My coworkers entered their US addresses, and have been waiting for over ten days. Maybe it's just random luck.

In comparing notes, I realized that a lot of my co-workers also did not enter the subject line on their email properly. This might be another reason for the delay. Per the French Government's website, it should be

COUNTRY OF RESIDENCE / SURNAME First name / Date of arrival in France in the format DD-MM-21
For example: USA / DURAND Anne / DD-MM-YY
