well, if you need one in a hurry, you can try one I stayed at, Pension Museum. Here is the web site
http://www.tiscover.at/hotel.museum
It is smallish, a 4* pension and pretty cheap, definitely clean and safe and very nice staff. It's not glamorous as the furnishings may be a bit cheaper or not high quality (I remember the bedspread was chartreuse or something, maybe like you'd get at Kmart), but the breakfast is very good. I had a huge double room with large tiled bathroom and a balcony overlooking the museum area. This was a beautiful view, also, you can see some of these rooms on the facade on the web site. It is a superb location within a few meters of the Museum metro stop and within walking distance of the Hofburg Palace and museums and the Spittelburg area for good small restaurants.
A 4* pension is sort of equiv to a 3* hotel, I've read, and that's probably about right.

Kaiserin Elisabeth is a 4-star inside the Ring. Very traditional, charming rooms and great breakfast buffet. It's become a little pricey but perhaps they could offer you a last-minute price.
Konig Von Ungarn is in the same area and has gotten great reviews on this board. It's a very well-known and popular property, so call and see what they've got at this point.
Staying in the Ring's central is very safe, IMO - I found foot traffic going on well into the night and lots of places are open. I envy you going off to Vienna!

Two that I recommend are: Hotelpension Arenberg (4*) and Hotel Drei Kronen (3*).
Arenberg is within the Ring, close to U-Bahn and maybe 5-minute walk to Stephensplatz. Park of Best Western but has posh Vienna feel and about 22 rooms. Has homemade muslei for breakfast and has bathtub in bathroom. My room had a balcony and queen-sized bed.
Drei Kronen is just outside Ring near the University and maybe an 8-minute walk to Opera. It has a nice grocery store in next block and outdoor market across street. Great buffet breakfast and small but don't know how many rooms. Visiting university professors stay there.
