London. It is far more expensive for rooms than either Paris or Rome.
In fact, my wife & I made that choice - I have 6 free nights booked at the London Park Lane in June - from Hilton Honors points. Combined with free air tickets from Air Canada & we are travelling cheap!
We have also been to Paris & Rome recently so it made sense.

Hotels in Britain seem disproportionately expensive compared to other countries, so if London is out, I'd pick Edinburgh, especially around the festival.
Otherwise, Amsterdam or (I hate to say it) Geneva. Or Barcelona. Or Copenhagen. No, wait...

Lisbon for sure! I stayed there last June for a week and still didn't get to see all of it. Very homey, great food, good prices, great fado music, friendly people, fabulous weather, lots of easy day trips (Sintra, Cascais, Obidos, Serra da Arrabida, Troia.) I can't wait to go back.
