I will try and help you but could you let me know if you prefer hotel in Mykonos town or close to beaches.
Also, please let me know when in April you will visit as many hotles do not open until second two weeks of month.

The Dorion Hotel on Ornos Beach is a fantastic place to stay. Set above the bay with beautiful views, its a 2 minute walk onto the beach with plenty of tavernas to choose from, most with great prices. Just a 5-10 min drive into Mykonos Town via moped or bus (every 30 mins) and boats leave from the beach to all the other townships and beaches as well. A very classy hotel, I will always stay here on my journeys to Mykonos.

I do not think any hotel will have their rates posted for next April. However, at that time you will pay the lowest prices - same as October month.
Here are my suggestions for town hotels that should be in your budget. I post them regularly but if you have any questions please let me know and I will reply:-
Hotel Harmony - close to the port and easy walking distance to town. http://www.harmonyhotel.gr/
Hotel Tagoo - (do not confuse with Hotel Cavo Tagoo). This is situated in area of same name of hotel and is maybe about 15 minutes walk to town. Views are very, very good. http://www.hoteltagoo.gr/
Kouros Hotel - Very good views and also in Tagoo area. http://www.kouroshotelmykonos.gr/
In town hotels:-
Semeli Hotel - in Rochari district. Quiet area but sea views need to be requested at this hotel. Only few rooms at this hotel have this but is good place with good staff. Their public areas do have sea views though.

Rochari Hotel - in Rochari District. Great views as a little higher up small hillside than Semeli. Again, request sea view rooms. http://www.rochari.com
Also in Rohari district is Elena Hotel. This is a small but very nice hotel and owned by good family. Only few of their rooms have sea view so you must make special effort to request one:-

Theoxenia Hotel - Close to the widmills and recently renovated, A very nice stylish hotel:

Petasos Town Hotel - There are a few Petasos hotels on the island offering very good quality and this one is located in very good town position.

I stayed at the Petasos Beach Hotel outside the center of town -- 10 minute bus ride -- and enjoyed it very much. On the same trip we stayed one night at Cavo Tagoo and checked out the next morning as it did not live up to my expectations.

yes luvtotravel. It is very strange about Cavo Tagoo. I hear not so good reports all the time here and one time it was the best hotel on the island.
The major roadworks have not helped them but this year again they cancel early bookings as renovations not complete. this is two times in two years that happened.
