Help - what to visit in Europe over 3 weeks?

I guess you just don't have a realistic understanding of weather in Europe. You are very likely to have none, a little, or a LOT of rain. And temps could be anything.
I know Paris is not on your itinerary but just to give you some idea:
I was in Paris the exact same April week two years in a row. One visit it was mostly in the 60's F, one day in the 70's, and there was a light shower one day, just lovely the whole week. The other visit it never got above 55F, most days it was in the high 40's/low 50's and it rained every day but one, and actually sleeted one day, just awful almost the whole week.
You really do have to expect rain in most of those places - and thank your lucky stars if it is sunny/dry.

LOL! Looks like somebody right above doesn't have a realistic picture of nothern Europe when it comes to microclimaates.
There is no uniform April weather in northern Europe. Paris is a particularly rainy part of northern Europe when it comes to April weather and really can't be compared with a mountain location in Austria.
Look at an actual weather archive for Salzburg to get a better understanding of what it's microclimate is.

Even looking at archives will not tell if you if it is going rain buckets on the exact days you are there, but it will tell you more than what someboy remembered about their trip to Paris.

Never ever that cold at that time of year -in Paris or anyplace south of northern Scandinavia or on some high altitude Alps.
My experience with several Aprils in Paris is the same as janis'-bring wet weather gear and hope you never have to unpack it.

It really would be worth your while to look at the link to the weather archive that I posted. I just spent time going through every April from 2013, and I was surprised at the temps & rainfall. Note especially during what hours of the day rain most typically occurs when it does rain, and to what extent it rains.
It's not Paris.

Yeh there can be rare cold spells -meaning COLD not cool - in April. I remember camping in Paris once in mid-August and being so cold you could see your breathe!
and one early May I landed in Luxembourg and it was so so cold - not freezing but very cool. Shocked me.

The OP is talking C . . . not F. It definitely can/will be in the 'Low teens' in April.
Low teens . . . like 13°C = 55°F
