There are several recent winning bids for 3* IAH zone on Priceline for about $32-35. Usually the Marriott Greenspoint (not the one inside the airport) or the Wyndham. I believe both have shuttle, but not very frequent.

Yes, a cab should be possible. Check the websites of the hotels listed in biddingfortravel.com and see what they say is the taxi rate or distance.
While cabs from IAH have a zone rate, one can also be charged the meter rate, whichever is less.

BTW, these following zones have no 3* on Priceline:
Clear Lake, Conroe, Cyfair, Houston East, NW-Willowbrook, & Humble
With 6 free rebid zones, one get many many possible free rebid combinations. Hard to overbid if one knows what he/she's doing.

Daughter used to be a FA out of Houston. The cheap airport hotels have shuttles. I can't remember the one she used a lot but when the Super Bowl was in Houston we got rooms there for a song compared to what everyone else had to pay!!
