The second time we went to Kauai we needed to go a little less expensive too. So we decided to stay at the Plantation Hale suites which isn't right on the beach. We didn't spend a whole lot of time in the hotel so that is where we decided to skimp. The room was nice and very clean. It just wasn't the fancy Poipu condo's we stayed in the first time. All in all, I would probably go cheap again because we spent most of our time hiking the Kalalau Trail, snorkeling or just sitting on some hidden beach.

There are plenty of cheap places on Kauai.
Which part of the island do you want to stay at?
Is being near a beach important? Condo?
Hotel?
B and B? Hostel?
cottage/house rental?

Camp! My family and I camped on all the islands. Low cost (about $10/night) and we pitched our tent about 20 ft. from the beach! It was great! There are several good public campgrounds on Kauai. We camped on all the islands and had a great trip.
It has been several years since we took this vacation--so things may have changed..... but I had to write and request permits for each campground. It took lots of planning...but was one of the best family vacations we took.
