Here is another idea. While it isn't actually "near" most sites, it is near the Metro and bus lines.
Hotel Montecarlo. It has a great staff and the price is probably well within your budget. It is about 300 meters from the Castro Pretorio subway station, 600 meters from Termini. It is in the north side of central Rome. The elevator is lots of fun, old, slow, wrought iron, but works well.
It is VERY safe there, as there is an embassy at each end of the block, so there is a 24hr police presence.
We found it very convenient, due to the subways and buses. Right around the corner is a little pizza shack that has some fantastic, authentic food and cheap. A laundromat is about 3 blocks away. Free high speed internet in the rooms. Includes breakfast.

We stayed at the Hotel Scott House which is just 2 blocks from the Termini station so you can get anywhere you want. It has an elevator and the rooms were large and comfortable. The staff was very friendly and helpful. The only thing I didn't like was that they decorated things with a lot of yellow which not my favorite color ! With that as the only downside, I can definitely recommend it. I think we paid about 90 euros for a double room.

We stayed in this place a couple of years ago - www.hotelcastelfidardo.com. There is a lift. Rooms were large and clean. The a/c worked fine. The decor wasn't too great and the water pressure in the shower wasn't wonderful. The location was okay-ish - we felt safe enough but it is a good walk to the Trevi / Spanish Steps, but only about 10 minutes walk to Termini. As a budget option it is fine - you're not going to get too many bargains in Rome. Read the reviews on tripadvisor before you decide.

My aunts (early and late 70's (both ex-teachers) stayed at this Castelfidardo placeand found it just fine-clean, safe and, thought a bit "frumpy" in the words of one, the kind gentleman at the reception desk whose wife was a teacher more than made up for it with his helpful attitude.
