Consider something along the Embankment, especially if you're travelling during the warmer months. You'll be able to not only enjoy your dinner outdoors, but have a nice view of the Danube. And the people watching isn't bad either. You'll find goose liver on just about all menus. And you certainly won't have a shortage of restaurants/cafes to choose from either.

Everyone's tastes are different, but we liked the food at the Gambrinus restaurant inside the Taverna hotel on the Vaci Utca a lot. Wasn't much for atmosphere, and it's a little high compared to usual Budapest costs, but several of the dishes we thought were really excellent.
Bagylovar, out by the park was good as well.

Hi:
'Budapest Week' has a resturant guide (www.budapestweek.com/restaurants/) ... and we really liked the Iguana, which was fairly close to the Parliament buildings.
