No, now I think the city-owned museums are free all the time. According to a couple of sites on Google, there are maybe 4-5 museums that are free on the 1st Sunday. Here is a helpful page, hopefully it is reliable:

It would be nice to hear that the free admission polcies have expanded, but as far as I know, that only applies to the state-run museums. In the past, private museums like the Marmottan did not have free Sundays, and they close on diffferent days as well.

It's only city-owned museums that are always free. Excludes private and state-run (if that means national) for free all the time.
I think Elaine meant the state-run museums are free on the first SUnday, not always. I don't actually think all national museums have that provision, but a lot do. The Cite de la Musique is not free on first SUndays, for example, and I don't think the science museums are.
