I don't know that the time of year matters that much as to where you should stay -- I suppose because it will likely be cold, the more central the better as you won't want long walks. That's where most people prefer to stay as a tourist, anyway, though -- arrondisements 1, 4-8 probably.

The weather is usually cold in February. For specifics, go to the Paris weather and climate page on www.paris.org for excellent temps and precipitation info by month with charts. URL

For some good hotel websites, try www.parishotels.com, digital.france.com/Hotels, and www.france-hotel-guide.com

They can show you a lot of hotels around your range.

Suggest Hotel Valadon in the 7th district. Two blocks off Rue Cher on a very quite street. Newly re-decorated thru-out last year. www.hotelvaladon.com

Two additional hotels that are suggested here alot are the Hotel Muguet and Hotel de France. Both are in the 7th district too. Hotel Muguet is very popular so if you're interested you'll need to reserve asap.
