Make your hotel and dinner reservations well in advance, for starters. Many restaurants feature a "reveillon," a special feast, on New Year's Eve, and they go on well into the night. Tables are reserved far in advance at many places.

What's your price range? Keep in mind that the reveillons are not regular menu prices, as they include champagne in most cases and quite a few courses; so the costs will be higher. However, many neighborhood restaurants have celebrations for more or less reasonable prices, and at some only the regular menu will be offered.
