Did you try the Kaiserin Elizabeth? I stayed there and loved it. It is spotlessly clean, modern, friendly and very central. The location can't be beat. The staff is also quite friendly!

We have stayed at the Hotel Admiral on our last two trips and really like the location and the price. It's located behind the Museum Quartier not far from the UBahn and Tram stops. Very clean rooms and good breakfast. Check out the virtual tour on their website if you are interested.

We stayed there in 2000 and, other than the location and decent size of room, we hated it.
1. New disco across the cul-de-sac played till the wee hours
2. Surly manager
3. Dark, less than clean bathroom
4. Unhelpful staff
I'd look at the Post or Wandl in that price range.
