I think it can happen anywhere - I was in Paris a couple years ago and we stopped at a restaurant in the Latin Quarter. The host of the restaurant paid a lot of attention to my friend and I. He asked where we were from and so on. It was funny and we played along but he was quite a bit younger than us. He then asked if we would like to go to his house after dinner. He claimed to really like American women, and said - in fact,in the past month he had 3 women from my part of the USA at his house. And is still communicating with several women from other parts of the USA! I think this information was intended to get us home with him - didn't work for either of us! But it was pretty funny!

Harmlessly flirting is hardly the same thing as europe for lovers.
I though you were asking where lovers should go for a romantic trip.
Then I thought you were looking for a place to find lovers (presumably somewhat more proficient or romantic or something than your American lovers). For this you are probably better off in southern europe - but realize it is merely a brief interlude before the man goes home to his wife and kids.
If all you want is a little mild flirting there's no reason to go to europe - what's the matter with the men wherever you are?
For serious romantic interests there are so many issues involved ranging from cultural differences to the problems of long-term relationships - that it's not even worth discussing.
And by the way - how will you communicate? Which foreign languages do you speak and how well?

Do one of the following in Paris: a) stand on a bridge by yourself and look out at the water. b) sit by yourself on a park bench, eg in the Jardin du Luxembourg. I got chatted up every time, I swear. And I'm no Angelina Jolie either.

If you haven't seen the film "Shirley Valentine" do rent it...great movine, takes place in England and Greece.

Well, I have a friend I will be meeting in London whom I am very anxious to meet. He seems like a very, very nice person. So it is possible, after meeting him, that I will not be so interested in flirting with others!

Have fun birthdaygirlstrip and do consider meeting Mr. London. I was in a similar circumstance about 3 yrs ago. Meet a guy from London but in Dublin. We had a great time and I saw him again in London at the tail end of my three country tour. We've moved on (distance and all that) and I'm engaged to someone else but I have no regrets and SHAME ON people for thinking the worst!
