i know you are on the europe site but i would consider se asia, i.e. thailand...things have never been cheaper there...
it depends what you want in europe and where you may have been already...england is traditional...paris is exciting...italy has great sights and good food...eastern europe is very interesting...greece has history and great beaches....southern france is exciting and beautiful, but expensive....scandanavia is enchanting and expensive...all of these places could be done for $3000 easily for one or carefully for 2....it also depends on the time of year...nov to march is cheapest with less crowds...
