You can try the following hotels that are within your price range.

In the Casco Viejo, the old city:
Cantábrico, Miribilla, 8 - 40 rooms
Gurea, Bidebarrieta, 14 - 21 rooms
Petit Palace Arana, Bidebarrieta, 2 - 64 rooms

This is the land of great food. Once in Bilbao, you'll find great pintxos (tapas) just about everywhere, but especially in the old city.

If you are going to stay for the weekend, you will find some great deals online for under 100€. There has been a boom of hotels since the opening of the Guggen and there is a lot of competition among the upper tier hotels.
4 and 5* Hotels in the center that often have weekend deals:
- Hotel Carlton
- Sheraton
- Gran Hotel Ercilla
- Hotel Barcelo Nervion
See www.bilbao.net (VISITORS -> ACCOMODATION) for hotel websites.

Tapas in Bilbao:
The Plaza Nueva in the Old Quarter - Cafe Bilbao and Victor Montes have tables where you can sit on the square.

Less touristy, the Indautxu area. Try the Streets of Garcia Rivero and Pozas. Here you have: Huevo Frito, Okela, Or Konpon, and Bar Juantxu to name a few (of many!)

Good luck and buen viaje!

I'd agree with these hotel recommendations, there are no exceptional properties in Bilbao. Hotel Miro and the LHW one overlooking the Guggenheim (whose name escapes me) are probably the top two - Miro has a very good bar and interesting food. The Sheraton has great rooms (a bit bland), and lots of space, and style, but the food was nothing special.

As for tapas...go to the old town, and sit down where you see lots of the locals sitting and enjoy. For under 10EUR you'll get a couple of glasses of delightful wine, cheeses, breads, and other tapas dishes - a bargain!

i always stay at jardines de albia, which is also practically overlooking
the gug, just a bit closer to old town in opposite direction.

sometimes it is 50 euros on bancotel.com or gtahotels.com has good prices , too, depending on town events.
they rent bikes (to patrons) for a nominal fee as do a few other places along the river promendade under one of the bridges nearest to old town.

a bike ride early in the morning is great.

make reservations at the gug. for lunch for their menu of the day. (otherwise you wil NOT be able to eat in that restaurant). it is well worth the 15 euro fee.

the pintxos are good everywhere. just look for a crowded bar... that is the place to go!
