Time of year? Room and bed configuration needed? Can you do a one-bedroom with one double bed and a sleep sofa in the LR?
Do you need an elevator? Can you do without AC (most apts in Rome don't have it).
Have you looked at any of the websites offering apts for rent?

If you have 9 days, I would certainly recommend a trip to Florence.
I personally think that Sorrento is too far for an enjoyable day trip and takes too much effort.
On the other hand, I highly recommend a day in Ostia Antica.
Isaac at rentalinrome.com is somewhat helpful. Without more specific information, I too hesitate to recommend a specific apartment or neighborhood.

We were very happy with this Rental in Rome apartment, stayed there 5 nights in June 2014. This is a one bedroom apartment, fairly large, the living room has two divans which double as beds, much more comfortable than a pull-out sofa bed. The location just off Piazza Navona couldn't be beat, I also found Isaac to be very prompt and correct in all communications.

The apartment Maks linked looks reallly good and two bathrooms is great.
Best neighborhood by rent cost doesn't really happen in Rome. You can find an apartment at nearly any cost in most neighborhoods in the very center. Size, luxuries, AC, elevator, windows, balconies, kitchen, appliances often are what changes the price; I would say MORE often than neighborhood.
For really cheap you could leave the center, but your budget is quite adequate.
