the 13th arr. is one of the largest in Paris, so you really should say WHERE this conference is. If you are near the border, it could be closer to get a hotel with an address in the 5th, for example. I assume it's probalby around Place d'Italie, though.
So, Manufacture is rated pretty well in that area, that's a good idea, and the Ibis and HI Express should be fine for budget choices.

Here's a little bit of info from Wikipedia. Hope it helps.

I went to Paris last year and actually stayed at an apt. (18th century bldg.)in the 13th district. The bldg is so-so,the unit is okay, clean fairly modern. The location is superb as it's centrally located and is quite near the Metro,banks, shops and Franprix supermarket is just across the street. The weekly rate was $850 (summer rate,poss. lower in May/June)and that converts to just around 61 Euros/night. The owner is friendly, lives here in the US, so I didnt have to pay VAT (19% tax). If you need more info, feel free to email me.
