It's very easy. Just catch a bus in downtown Vancouver that takes you to downtown Victoria.

The information I posted previously on this site was that after June 15 the Greyline bus costs $45.50 per person return and runs hourly from 9:00 to 3:00 (going out , I presume?) in the summertime. That fee includes entry to the gardens. You can ask about it at the bus depot behind/beside the Empress Hotel.
Return taxi would cost somewhere around $80 with tip and then you'd have pay approx. $20 each to get into the gardens.
Or for a few bucks each way you can take a city bus. You can catch that on Douglas Street and it would be a two-zone fare. Garden entry fee and bus fare would probably total less than $30.
