transit from vancouver to victoria

We will be staying in downtown Vancouver for 3 days and then going to Victoria. We will not have a car. What is the least expensive way to get to Victoria from Vancouver?

Rkkwan is absolutely right. You can get the Pacific Coach Lines bus in downtown Vancouver; it goes on to the ferry at Tsawwassen. You get off the bus and enjoy the ferry ride, which takes about an hour and a half, and then re-board the bus, which will then take you into downtown Victoria. No car needed at all.

Pacific Coach Lines is a good choice.
But the absolute cheapest way to do the trip is by public transit.

Take the bus (#70) from downtown Victoria to the Swartz Bay ferry.

Buy your ferry tickets at the terminal.
Embark and disembark the ferry when told.

When you get off the ferry in Tsawwassen, south of Vancouver, you will see the bus stops. Take #640 to the Ladner Exchange, and pay your fare when you board and get a transfer. Then take #601 to downtown Vancouver.

Oddly, the Pacific Coach Lines web page does not list the specific option of going from the Victoria Depot to downtown Vancouver, but only from Victoria Depot to Tsawwassen. However, I am fairly sure that Pacific Coach Lines also drives to downtown Vancouver, and it does go from downtown Vancouver to the Victoria Depot, so I'm not sure why it's missing from the web page (at this moment).

That may be the cheapest way WillTravel but not very convenient to have to lug your suitcases on and off all those buses and the ferry.
