Go to http://www.tourism-montreal.org/ and call the 800 number for the visitor's office. The people there are knowledgable, friendly, and helpful. Ask for the number of the Quebec City office.

I'm sure I've seen handicap parking in Montreal but you may need to inquire about a special permit/tag for your car. Not all jurisdictions honor the special tags assigned by other cities/states/province/countries
