New World Renaissance is at a much better location than Royal Garden. The Tsimshatsui East area where the RG is located, remains relatively inconvenient - long walk to Star Ferry and MTR, even if you take the new underground walkway.
Don't know about the rooms.

I stayed there in December 2003, so don't know how up-to-date this is. The regular rooms at New World were pretty old and small. They're by no means shabby, but definitely not fancy. My in-laws stayed on the concierge level and said their room was much better.

NWR is better located than RG though I would not stay at either.
Look around for bargains at the Langham Place, the Marco Polo, Prince, Gateway (all within the same NWR area viz. Tsim Sha Tsui) which boosts better rooms & service. All are excellently located for east walking access to the star ferry, the underground train & shopping.

we stayed in new world about 3 years ago and it was quite good...i am silver at marriott and they automatically upgraded me to a suite without asking....and i had a cheap rate too...
the room was huge and looked directly down the main street towards the star ferry...
you will be very happy there...the attached mall has lots of shops and a full grocery store...perfect location
