You may want to check out Phuket Hostel right in the center of town in Siem Reap. We didn't stay there but we had lunch there one day and I asked to see the rooms.
I was able to view 2 of the rooms and they were both very clean, spacious and nice. I great value for what you get! I would stay there next time I am in town if I am traveling alone.

We stayed at the Angkor Victoria, wonderful but pricey.
But while shopping I came across a incredible guest house - The Hanumanalaya.

Rooms are $50-$85. Exotic tropical public areas. Small pool. A cute cafe/restaurant. Near the Sofitel -includes access to their gym and massive pool. Didn't see the rooms, but I looked on their website and I think this place is a find. (The antique shop on the premises is also excellent and was recommended to me by a collector friend.)

Crosscheck, you may have misread the OP's post. Price range is under $15 USD so the place you mentioned is over the budget.
There are many accomodations in Siem Reap under $15 so you shouldn't have a problem. Check out this site:
