Zanzibar, Pemba or Mafia?

Zanzibar, Pemba or Mafia?
We have 4 days to spend on either Zanzibar, Pemba or Mafia. Which one should we stay on and where should we stay?? Not looking to spend a fortune nor stay in Hostels! Looking for something interesting, beautiful, good for snorkelling and chilling out.... any suggestions would be greatly appreciated!

Zanzibar has the largest selection in all price ranges throughout each area on the island. Pemba on the other hand doesn't have as great an infrastructure, with only one luxury resort; many of the others are basic guest houses. Mafia, requires a flight from Dar-es-Salaam, where there are two decent lodges - Kinasi or Pole Pole, at two differnt locations on the island. Not being a water person myself, I cannot comment on quality of beaches or snorkling or diving, but a friend has visited Mafia twice and says it has some of the best diving of any of the many places he's dived worldwide.
