I am avoiding the word best.

The cheapest and the longest in terms of time is taking public transportation which will take at least 2 hours and a number of transfer.

Then there is the shuttle bus which requires a transfer in Manhattan.

And the most expensive, by far, but the easiest would be a cab.

That is a very tight connection for an international flight. 06:55 is just when you are supposed to arrive at the gate -- not when you will get your luggage, nor when the next shuttle departs.

New Yorkers will know better but I'd think a cab or car service is the only thing that makes sense.

We took a car service, I think it was $120 all in, and worth every penny (easy, comfortable, and fast).

This question has been asked and answered several times recently, including by me. The most reliable way (and really the only practical way) to do this transfer within 4 hours is by car service. You'll be traveling during the height of rush-hour, the trip will take over an hour, and it will cost about $120 (as @sf7307 says).

All other options will take in excess of 2 hours and may not give you time to check in for your ongoing flight, drop your bags, and go through security. It's really a very straightforward decision.

I should add that you are still (regardless of how you do the transfer) going to arrive at JFK with less than 2 hours before your flight unless you have no checked bags. That's really cutting things close. Four hours for this transfer is the absolute minimum time possible, and it leaves little room for error.

If you have no checked bags, then you might conceivably arrive at JFK with 2-1/2 hours before your flight, which is still a bit too close for comfort (for me) for an international flight at JFK. You might also gain 1/2 hour if your flight arrives early, as many do at that hour ... but you could also arrive late, which might ruin any chance you have of making the next flight.

Good luck, and I hope you don't run into any unexpected delays. Make your car service reservation now to get the best rate (they go up as your flight time approaches).

You want the "best"?

Two words: Car service.

And any car service driver worth his salt will avoid Manhattan like the plague - just take you through Staten Island to Brooklyn and out the Belt Pkwy to JFK.
