I would say it's "OK".
I've seen it but not stayed there. It looks nice but the location is less than perfect. The neighborhood itself is fine, there are are plenty of restaurants (and a Whole Foods) nearby on P St. between 15th and 14th.
However, it's not terribly convenient to Metro. It's a little less than 1/2 mile to the two nearest Metro stops (Dupont and Farragut North). If that's not too much walking, or if you start your sightseeing day by taking a taxi the the tourist area, then it's OK. If you don't mind spending more for a hotel, there are plenty that are more convenient.
I believe the Hilton Garden Inn may be in the same price range and similar level of "niceness", but better located (1/2 block to McPhearson Square Metro).

The Doubletree is fine. I've never stayed there, but have hosted a bunch of business conferences there. The service was always good. The restuarant is good, it's in a nice neighborhood (mine, actually!)with tons of restaurants, and it's close to both the red and blue/orange metro lines. It's also a straight shot down to the White House.

I'd give it a rating somewhat above OK. If you have a particularly good deal or are using points, I wouldn't hesitate to stay at that DT.
I stay at a hotel around the corner on 16th Street and really enjoy the neighborhood, a mix of residential, embassy and shops & restaurants. As a frequent stayer that might have more value than if I was a one time visitor. It's not on top of a Metro but I don't consider a ten minute walk to either of two stations to be particularly strenuous.
