Downtown is fairly flat as I recall, taxis are very easy to get. I recall they are burgundy and differently from what happens in Mexico City they are reliable. At least this is what they told us in the hotel and we used them often. They are very inexpensive. We also walked a lot .
You can take a bus to go to the most fascinating
nearby archeological site which is in the mountains :Mount Alban. This was the highlight of our visit to OAxaca. Find out in the hotel.

Just got back from Oaxaca.
Walking is fine to just about anywhere. Very,very congested with traffic, small sidewalks so be prepared to dodge all kind of stuff.Use taxis for large distances.
Avoid the Market de abastos , total mayhem. the one on 20 november(sp?) is better and closer to zocalo.if you need a driver i can give you a phone number ,he is very cool ,no english ,but knows his way around.if you have a chance go for the thursday market in Zaachila its another world.
Have fun .The ATMs work.

The area around the Zocalo both to the north and south is nearly flat. Heading east up the street to Santo Domingo is a very mild hill. Fortin Hill is to the Northeast- there are a few streets in that area that are steep as is the hill istself. Personally I walk almost everywhere, unless it is a really long distance. Taxis are various colors, quite reliable, readily availible and inexpensive. They have fixed rates posted on a card inside. 22 pesos to most places during the day 25 at night as of last June. The main taxi stand is at the Zocalo but you can flag them down anywhere. I disagree about the comment regarding the Abastos market. If you are interested in culture it is fascinating, one of the largest markets in Latin America, it is sometimes crowded and you have to be comfortable a little off the beaten path, but if you are interestred in local culture its amazing.
