Can someone tell me about the wine festival in New Orleans?

Is it a street festival? I guess I am looking for a brief description of what I can expect since I will be visiting NO over this time period.

I don't know which "wine festival" you're talking about. Could you mean the New Orleans Wine & Food Experience? If so, it's really not a street festival but more of a paid admission "sampling" event. www.nowfe.com. The website says the "Royal Street Stroll" (the best part of the event) is sold out and no more tickets will be available.
