Actually 1JAR Puget Sound is an inlet of the Pacific Ocean so it is an extension of the ocean

Puget sound is a Bay of the ocean. It is ocean. No, it's not as clean as outside the bay, and some animals don't come inland, but it IS ocean.

Geography counts. In San Francisco we would never consider the bay to be ocean given that we have a few miles of ocean frontage.
