DC is not a very affordable hotel place. You might try Hotwire.come or Priceline to get a lower price. It generally works for me when I'm going to be in a city with higher priced hotels.
As to kid friendly there's a Holiday inn and a Red Roof Inn and they're about as kid friendly as I know of.

We booked the Renaissance in Penn Quarter through Priceline in Feb earlier this year. It was great and kid friendly. We really liked staying in Penn Quarter. I know I paid less than $100 a night.
I just helped a friend book a trip for her and her family in August through Priceline and she got the Hyatt Capitol Hill for around $100 a night.
I think most large hotels are very kid friendly. The boutiques are more unknown.

A friend of mine suggests Marriott - Crystal City. The subway is located in the basement of the hotel where there is a shopping mall and restaurants both fast food and good sit down restaurants. Very convenient to downtown or Arlington sights. Rooms are nice & comfortable. Has pool. If flying in can take the subway from Regan National to the hotel which is less than a mile away. Hotel has free shuttle service to/from airport as well.

Affordable is a meaningless term. Its meaning changes depending on whether one has $100K, $10K, or $1K in their checking accounts.
Rack rates for your basic Holiday Inn, Comfort Inn type of place in the city center run $300-$350. A Red roof Inn is $200 range.

Look for deals in DC -- preferably anywhere in NW DC, or on Capitol Hill. When do plan to be there? Up until the first of October, it can be quite hot in DC so you'll be more comfortable and save more time getting from place to place, if you stay in the city, rather than in nearby Virginia or Maryland. (I lived in the Maryland suburbs for over 30 years, so I know what I'm talking about!)

I stayed at the Palomar on P street (just off Dupont Circle) in late April for $190. Great location, quite small room, good service.
Can't advise abot "kid friendly", but imagine if yours is well behaved, any hotel would be, but if not .......
