Transfer from JFK TO EWR
Can anyone help???..
I need to get from JFK to EWR..landing at 13.10,departing at EWR at 17.23.
Firstly,can it be done?
Secondly.HOW??
getting very nervous as i cant change my ticket!

You need to go into Manhattan first. The train is the best option between Manhattan and JFK. AirTrain stops at every JFK terminal and connects with the NYC Subway (Howard Beach and Jamaica stations). From Jamaica take the subway to New York Penn Station.
At Penn Station get a New Jersey Transit train to the Newark Airport Station. There you get the Airtrain to the terminals at Newark Airport.

I think 4 hours is too tight. Will you have checked luggage?

You have time to do this transfer, but you shouldn't tarry, and your chances will be greatly reduced if you haven't checked any bags. If you have checked bags, you have to allow an extra 30 to 40 minutes at JFK since bag service there is so slow. While I'd like to have 5 hours between flights, 4 is quite enough unless something seriously bad happens (a really late arrival at JFK, problems on the train lines, etc.). Both scenarios assume you are able and willing to check in for your ongoing EWR flight online.
You absolutely do not have to go through Manhattan unless you want to, but that typically gives you a more stable, predictable travel time (but perhaps almost doubles it).
So two choices: First choice is a costly car service, reserved in advance, confirmed on arrival, then met at the curb. Crossing Staten Island straight to EWR. This is probably your surest bet to do the trip in an hour (possibly less if the traffic gods are in your favor). It will cost almost $100. Carmel will give you a quote including all tolls and tip, and it's usually the best deal (but price Dial 7 as well). Both are reliable, as would be Uber. Prices will be close for all three, but might vary a bit. Worst case scenario: Two hours from exiting the plane to EWR, leaving you with two hours to check bags, go through security, and get on your next flight.
Second choice is Airtrain to Jamaica, LIRR to NY Penn (about 45 to 50 minutes total for both trains) then NJ Transit to EWR Airport Station and Airtrain to terminal (about 45 minutes total). DO NOT UNDER ANY CIRCUMSTANCES TAKE THE SUBWAY, WHICH WILL ADD AT LEAST 20 MINUTES ONTO YOUR TRIP EVEN THOUGH IT WILL SAVE YOU $5. The difficulty here is that trains into and out of Penn Station have been reduced, so you have fewer options and might have to wait as much as 20 minutes between trains, making your total trip over 2 hours. But it's certainly much cheaper (probably around $30 total). The other disadvantage is so many connections and having to drag bags up and down stairs. That's annoying but not a deal breaker unless you have huge luggage, in which case the car service is certainly your best option.
As you can see, with either option, you get to EWR with plenty of time under normal circumstances to go through security and make your flight without having to be totally stressed out.
There's also a direct transfer bus from JFK to EWR that will be cheaper still. It's operated by ETS, costs about $35, and takes up to 90 minutes for travel time (since it makes multiple stops), but it leaves only hourly, so you need to make sure that there is a shuttle that will get you where you need to be at the right time. NYAirporter offers a cheaper shuttle service, but they require you to change buses at the Port Authority, adding as much as 45 minutes onto the trip and, in my opinion, making the transfer unworkable.

I agree with Doug - avoid the subway. It's a complete f---ing mess (just go googling) and wholly unreliable.
As bad as the LIRR can be, it's still a straight shot to Penn Station from Jamaica (Penn Station is the primary terminus, Jamaica is the LIRR's central hub for all lines except one) and there should be plenty of trains.
The safest way to make your connection is to spend the money and take a car service. Whether this wipes out the savings from booking your tickets the way you did is another issue.

Gosh, for peace of mind do as BigRuss and Doug suggest, take a car service (Carmel or Dial 7) - about a 1:20 to 1:35 drive and drive will pick you up with "terminal to terminal" service. Cost about $100. No aggravation or street on your part.
