We haven't stayed there but it is in a good location. A block from the beach.
We did look at hotels in Cannon Beach in the fall for a weekend away but ended up at the Inn at Arch Cape, a couple minutes south of Cannon Beach..a walk down the private road to the beach and a fireplace in each room..
I think the I like the SurfSand in Cannon Beach better.

Hotel names are often ironic (e.g. "Oceanside" probably means it isn't very near the ocean).
It is desirable to have an ocean view when staying in Cannon Beach, such as at the previously mention SurfSand, Hallmark, Stephanie Inn, and (my favorite) Schooner's Cove.

My wife and daughter have stayed at Blue Gull Inn and say it's fine, so you're probably right; Inn at Haystack Rock should be fine, too. But, if it fits into your budget, take the advice of others here and spring for oceanfront, especially if you're traveling during winter, when you're likely to spend more time in the room. When we go as a family, we usually stay at SurfSand, but you can find less expensive on-the-beach accommodations in Cannon Beach.
You must be thinking of a different place, P_M. There isn't a restaurant at Inn at Haystack Rock.

OK, when my memory fails, I can always check my own trip report.
The restaurant was called the Wayfarer. Here's the report if you're intereseted:

We stayed at the Stephanie Inn on the beach last summer. If you can splurge, it is worth a second floor oceanfront room. (Otherside faces the forest & mountains, very pretty but you want to pay for the waterview and the Second Floor is the best on the oceanside.)
The restaraunt is one of the best in a hotel let alone in town.
The view from the room outside balcony of the Haystacks and the entire beach North and South spectacular.
They have a shutle to take you into town.
World class service

Stephanie Inn is a gorgeous property, we had enjoyed dinner there also when John Newman was in the kitchen. (Now owns Newman's @ 988.) Cannon Beach and the surrounding area is a great place to spend time, one of my sons is in the area now for a week at our beach cottage after doing some Christmas shopping in Portland. ***kim***
