I think the snowbird prices kick in after early December/Christmas. With the economy the way it is, rates might be relatively lower than last year, but that's just speculation on my part.
I bet you should find $50 green fees for decent courses especially if you go twilight. Definitely the munis like Papago.

Winter rates generally kick in in November. You'll struggle to find $50 rates. Papago is under renovation and scheduled to reopen in December. Not likely Karsten will be under $50 in November (nice course).
Longbow has twilight rates of $55 starting at 2pm, but I don't know you'll be able to finish 18 before dark. Sometimes the local paper will have coupons for golf discounts mid-week.
