It opens at 7:30. 8:00 is a good time to get there.
Try to e-mail (or call) a few tour companies to ask them what time their tours are. You can do a search: Arizona Memorial tour
Ask them what time they leave Waikiki and what time they get to the AZ Memorial.
If you are driving, then you'll know what time you should leave to get there ahead of the tours. It's about 25 minutes from Waikiki.

I'd go as early as you can, so it will still be fairly early in the morning by the time you get to the swap meet. You don't want to be at the swap meet too late in the day because of the heat. The swap meet is pretty big and you'll be doing a lot of walking outside.

Let me echo the, earlier the better!
