OMG-my favorite time of year and sooo beautiful in NYC!
The weather is more often than not, dry and crisp and sunny. You would need to wear maybe light sweaters and a leather jacket.Sometimes November is rainy and raw,but mostly sunny and chilly.The leaves are so colorful,Halloween is a lot of fun in NY mostly because of the parade in the Village.

Halloweeen is October 31st.Greenwich Village has a huge Halloween Parade.Only if you were staying in a hotel right in the heart of the Village would it affect anything,and even that would only be for one night.The rest of the city goes about its business,trick or treating and the usual

Allan, October is considered "high season" for NYC accomodations, so yes the hotel rates will probably be higher. November before Thanksgiving (which is very late November this year I think) may see lower rates, then they go up somewhat for December again.
Weather late October is usually glorious, usually dry and sunny with pleasant temps (low-mid 60s F), crisp nights (high 40s-50), although you may encounter significantly warmer or cooler. The colors of the leaves usually peak the week leading up to Halloween too. First week of November should not be significantly different, more leaf loss on the trees, a bit cooler and a higher chance of gloomy weather.
