We always climbed Mt Chocorua off NH 16 south of Conway on Columbus Day weekend. We always saw plenty of color.
Draw a line across VT, NH, and interior Maine at that level. If you stay north of that you are pretty sure to find color. Coastal Maine is too warm to be peak, most likely. There will be color down into Massachusetts as Columbus Day is late this year.
Expect to have plenty of company on the roads but it isn't as bad as people say. Lines for meals and finding a place to stay would be bigger issues. But you may bring a picnic and go back home at th end of the day. Monday will be worse than Sunday.

As Ackislander pointed out, wherever you can find a place to stay. If you stayed in a place like Concord or Manchester NH you could easily travel to best color. If you have 2-3 nights you could include VT on one day. If you need to head south, Rt 101 thru Peterborough and over to Keene NH and Brattleboro VT is a nice ride with lots of dining options in Keene (although it's a college town so might be very crowded).
Ackislander also makes a good point about the date so you might choose some place in the Berkshires/western MA. If color is better north, it's not far to head north for the day.
I would choose Warner NH's foliage festival which I haven't been able to attend in quite a few years.
There's going to be nice foliage all over the place so I would head to an area with good and plentiful restaurants. A picnic is a good idea. Or eat lunch at a nice restaurant but do take-out or something local for dinner.
