It's rare to be able to "walk in" to PDT. 99% of the time, you'll need to call ahead or you'll be disappointed.
PDT severely limits the crowd size -- it's always pleasant.

Gekko: My point re PDT was in comparison to M&H, where one is required to reserve as they do not take walk-ins unless they know you or you are a member. I am aware that if PDT is full, one is out of luck when showing up at the door. It was unclear what the OP was referring to with "the number" she had been given.
Personally, I wouldn't bother going up to the East Village when already on the LES to get after dinner drinks.

You will be on Stanton b/t Ludlow and Orchard.
Going from Houston (one block up) south on Ludlow to Delancey are the following (if I left something off it's because I forgot or didn't think it of any note):
West Side: Le Pere Pinard, Dark Room, Libation (don't go there), Motor City, Suba (has cocktails on main floor, restaurant otherwise), was initially a new incarnation of Bulgarian Bar--though not sure if they ever got liquor license and it is something else now.
East Side: Max Fish, Pink Pony (more of a cafe), Piano's, Living Room (acoustic bands), Cake Shop (bands only), Keltic (jack and coke bar) Spitzer's Corner ("nicer" beer bar, has food)
Same thing--Orchard from Houston going south to:
West Side: Sixth Ward (has pool table, a beer bar), Lucky Jacks (beer bar, but ok as a pit stop),
East Side: The Annex, Gallery Bar, Slipper Room.
On Rivington:
b/t Essex and Ludlow: Fat Baby, Verlaine, THOR bar.
b/t Allen and Eldridge: Marshall Stack, Jaide/Jade/Jaida (not sure how it's spelled, anyway it's a crappy wine bar),
b/t Chrystie and Bowery:
205 Club (is not sure if currently open--keeps losing it's license, if open 3 floors with DJs/dancing), Loreley (beer garden), Freeman's, Home (has djs ) and the Box are around the corner on Chrystie. Also Kush which I believe still allows smoking under it's old Hookah Bar exemption.
BELOW DELANCEY:
Orchard Street-->South:
Dressing Room, some Australian bar I've never been in that looks boring, Sweet Paradise,
Good World (can be ok, can be really young)
Ludlow Street-->South of Delancey, nothing really on the block other than Les Enfants @ Canal, there some crappy bar b/t Delancey and Broome that's empty, and a french restaurant on the corner of Broome.
Barrio Chino is on Broome b/t Ludlow and Orchard, Lolita is on Broome b/t Orchard and Allen.
White Star is on Essex just below Hester.
There is also the run of bars on Clinton street, but you have a ton in the quad there, it's not really worth going further afield for a few bars. I can keep going if you want more addresses/more descriptions...

CB3 is incredibly problematic and run by an owner of several bars in the neighborhood. Much of the complaints/denial of license have been over bars and restaurants opening above Houston. Either way, there is a reason I either don't hang out in the neighborhood on the weekend, and/or avoid "hell's square."
It's a city, there's noise, that's life. The Dominican "hunting and fishing club" across the street from my building that has been there forever is as loud as the club next door to it that fails over and over again because it is too far east when the club is open, that is). Granted the noise is different, i.e. not yelling on cell phones trying to figure out where they are. There was plenty of noise on the street when it was filled with dealers and 7 year old "runners" on their bikes at all hours and when the bodegas were fronts--yes I do remember those days.
Also, there was far less noise/street traffic when people were smoking indoors rather than all crowded on the street.
I'm not going to rain on someone's parade who is in town on vacation. The bars are there, she wants to go out.
