The only time they don't operate is if the tempurature exceeds 90 degrees F.
I imagine they go inside for blizzards also.
Don't worry, if it is cold outside, they'll give you a lovely, clean rug to lay on your lap.

bermyguy - If horse-drawn carriages through city streets fall into the "special" category for you and your special someone, then this should be fine. It may be very, very, very cold, though. Walking through NY streets in December can be cold, but manageable. Sitting still is another story entirely! And not everyone finds the idea romantic - my husband and I took a ride one December because his aunt and uncle insisted on it, and paid for it. It was cheesy, and not terribly exciting. There are plenty of more uniquely New York, and more private, "special" opportunities if you go looking for them, but it's up to you to decide what's best for your particular situation.
