Milwaukee to Atlantic City

The only airline that flies into Atlantic City is Spirit Air. They have flights to Chicago, Boston, etc.. They may not have
cooperative arrangements with other airlines, in which case you'd have to book separate legs.
Or, Atlantic City is not too far from Philadelphia -- you could fly to Philly and then take a shuttle (bus) to AC.

None of my business but wonder why you would want to go from Milwaukee to Atlantic city - which is quite an unpleasant place. It seems like Las Vegas would be a better choice for gambling- and a lot easier to get to.

There are no direct flights between the two cities. As mentioned, you will probably find the best options flying from Milwaukee to Philadelphia and then taking a bus or train from Philadelphia to Atlantic City.
