The lagoons at KoOlina would be perfect. It's about a 30 min. drive from Waikiki.

Or Sans Souci Beach, in front of the New Otani Kaimana hotel - near Kapiolani Park and the zoo.

Right on Waikiki, I think it is just across from the Pacific Beach Hotel on Kalakaua, it's near the Duke statue, there is a great beach for small children. It is cordoned off with a barrier out in the ocean several feet from shore and also by a rock divider about 3 or feet tall that goes from the sidewalk out to the other barrier so the waves are very low, almost non-existant and the water is very shallow and calm. If you get there when it's not high tide there's a rock walkway (the one that goes from the sidewalk out to the other barrier) that you can walk out on and there's a little beach area all by itself. I took my kids there when they were 2 & 4 years old way back in 1986! They loved it and I was confident they were safe, we had no problems at all except the one day when we stayed a little too late and the tide started coming in and got our towels all wet! I was thrilled this summer when I walked down there and saw the little area is still there and still the same.

Ala Moana Beach Park - there's also a lagoon at the tip. Kailua Beach. The strip behind the huge houses in Kahala. Hanauma Bay. Lagoons at Makapuu.

I second the recommendation of Ala Moana beach park. The water here is very calm and it's not as crowded as the beaches in the main part of Waikiki.

Kuhio Beach is perfect for kids. There's a man made wall that stops the breakers and keeps the water calm as a saltwater pool. I believe kids stay free at the Aston Waikiki Beach Hotel too. Also we rented underwater digital cameras for snorkeling there, real cheap, less than a disposable.

There are also several shallow spots that are reef protected between Kaneohe and the north shore.
