I don't think so, if by city you mean Sarasota. St Armand's is within walking distance of a hotel or two on Lido Key, but the Hilton appears quite a-ways up island. I think you would have a seven or eight mile walk to St Armand's, another three or so to Sarasota proper.

We used to find plenty of parking around St Armands, and we never encountered any problems in Sarasota, so walking isn't an issue unless you don't want a car at all.
There are places in Venice and certainly in Naples that are withing easy walking distance of both beach and shps/restaurants.

There definitely are hotels that are 2 or 3 blocks from St. Armand's Circle. One has changed it's name several times. Lido Beach Resort now? Or Holiday Inn Lido? Whatever it is now, for awhile it was a W or Westin. And that Holiday Inn was not like the typical Holiday Inn either.
If I go back to FL for a winter spell solo- that's where I'm going to go. No car needed.
