Are there any hotels in Long Beach or nearby towns with rooms that have decks or balconies with ocean views similar to those in Cannon Beach, Oregon--rather than like the distant ocean views from hotels in Ocean Shores, Washington.

Long Beach hotels are set back from the ocean because of the dunes similar to Ocean Shores. There is an exception at Ocean Shores, the Quinault Beach Resort is right on the beach.

Do some rooms at Quinault Lodge have balconies? The rooms I've stayed in there didn't have one.

I remember the same configuration as you. They have sort of a faux balcony railing, but no platform. It looks from their website as though there is a top floor suite with a narrow balcony but I've never seen it. Maybe you should consider one of the Oregon beaches.

Our room at Quinault had a juliet window type of configuration, but no step out and enjoy the view kind of balcony.

That said, I really liked how the king room were set up. They have a separate seating area on the window side, with a fireplace as the divider.

Of the Washington state beach accommodations, Quinault is one of our favorites for quality of accommodations. The others we've stayed at/seen seem to have more of the run down 70's travel lodge feel, and haven't been well maintained.
