Century 21 down near ground zero.

Truth be told I head out of the city for my deals. Franklin Mills near Philadelphia.
Oh I also frequent Housing Works which is a very good thrift store 23 and third and 17 and 6th (?).
There are cool thrift stores throughout the east village fun to wander definately funky one store I can think of but forget location specializes in Japanese clothes.
Daffy's best one 19th and bway.
Stroll down broadway.
All are listed in order of priority. All are hunt and find stores.

Century 21 & Loehmann's are huge discount department stores. I'm not sure if they qualify as "hip" and "funky." How about St. Mark's Place in the East Village? Tons of the funk. Or Broadway north of Canal Street. NoLita is getting very popular with celebrities for hip & funky clothing, but good luck finding the small stores.

Also" 7th-8th-9th-10th Streets between 2nd Avenue and Avenue A is really young and fun, lots of boutiques.
Shoes on semi-budget--Century 21 if you're in warrior mode (worth it) & can tell if a shoe fits if it is tied to its mate by a plastic thing
8th Street from Broadway over to 6th Avenue, variety, young (& suitably painful-looking often) styles
-- guys' shoes too I think (less pain there tho)
On Broadway below 14th St, W side of st: No Difference and Shoe Mania. Shoe Mania--good deal upstairs. You might want to take earplugs depending on the type of audio entertainment the staff is in the mood for the day you visit.
