Is it okay to VRBO in San Franciso?

There have been dozens of stories about evictions in San Francisco of a renter if he sub-rents his place. SF has rent control, and if a long term renter is paying $500 a month for a 2 bedroom place that has a market rate of $4,000 a month (not unusual at all in SF), he might decide to move elsewhere, hang on to the $500 a month unit, and offer it on VRBO/airB&B for $1,500 a week - for a monthly profit of $5,500. Landlord finds out, evicts the renter because most leases indicate that the unit can't be sub-rented, and the landlord can now get the market rate for his place.

Stories like this are making the news all the time, and I suspect that lots of renters are thinking twice about offering their units for short term rental.
