Can you be more specific about your location? There are good seafood and italian places all over the DC Metropolitain area.
mde made some good suggestions. Any of the places on the Washington Harbour in Georgetown would work. Tony and Joe's is one of my favorites for seafood. You can find some great options (and nice scenery) in Old Town Alexandria which is outside the DC city limits, but is still very accessible by car or public transportation.

We ate at a great Mexican/Tex Mex restaurant called Guapo's when we were in D.C. last summer. I was there for a conference and a co-worker used to live in the area and recommended it. The food and margharitas were really good. We just took the metro to the Tenley Town stop. Once we came up to street level the restaurant was just a very short walk.

For Italian, I usually visit Baltimore's Little Italy, but Teatro Goldoni is on my list for DC.
Haven't been impressed with much in Georgetown.

L'Auberge Chez Francois in Great Falls is very nice. Not in the District, but nearby outskirts of Northern Virginia.

Another vote for Kinkeads.
Many DC natives use the reviews in Washingtonian.com. They publish a list of 100 best restaurants and 100 best bargain restaurants for the metro area. You can search on either of these categories online, and also by neighborhood and cuisine.

In DC:
- Galileo and Teatro Goldoni (Italian)
- Kinkeads and DC Coast (Seafood)
- Palena (Modern American with Italian and French influences)
In Northern VA:
- Maestro (Modern and Traditional Italian) IMO probably the best restaurant in the DC area. Located in the Ritz-Carlton Tysons Corner.
- Alpine (Traditional Northern Italian) Located in Arlington.
- Galileo and Teatro Goldoni (Italian)
- Kinkeads and DC Coast (Seafood)
- Palena (Modern American with Italian and French influences)
In Northern VA:

I ate at Kinkead's on Thursday night and found the menu, service and food to be first rate. I took a man there for his birthday who also knows how to cook and eat and he was also very pleased.
Avoid Galileo: Mafioso service with the atmosphere of a shopping mall.
Obelsik on P St NW has stellar Italian but you will not get a reservation. I also like Etrusco on 18th at Q
