If you go to menupages.com it contains the menus and prices for literally hundrds of NYC restaurants. You can search by neighborhood or by cuisine.
There are tons of fish places - and if you mom can stick with fish and veggies she'll have a great choice (from Le Barnardin to the Oyster Bar at Grand Central - also a series of Dokcs) - but most of these places are moderate or above. Also, most places have at least one fish choice - and you can usually sub veggies for pasta or potato.
I know there are also lot of veggie places - but since that is not my thing I can;t advise.
Also, there are dozens and dozens of ethnic restaurants - many of them Chinese or Indian - where there are lots of veggie choices.

Hi. I'm a vegetarian and yrs ago when visiting NY, I ate at Ratner's a famous kosher (dairy) restaurant. Meaning they serve no beef or chicken, but do fish and milk related meals. I had great lentil "chicken liver" there. It might be an option and it is certainly a fun place to eat.
