The beaches should all be open. It is only the water that gets closed to swimming.

Owen offer good advice. We loved Bahia Honda Park but get there early.

We do not have winter in South Florida. I've lived here for 29 years and I hate it. It's extremely humid and hot. If you are a northerner, then the water may not feel too cold. I personally hate to bathe in cold water so usually find that from the end of October through April the waters tend to be a tad chilly for me. On another note, 2 beaches in the keys (one being Harry Harris Park) HAVE FOUND BACTERIA IN THE WATER. Check first before swimming. And DEFINITELY NOT --- Key West is not known for its beaches. Miami Beach is. There's a lot of diving and snorkeling excursions in the keys though.
