Not latest hotspot, but old classics:
Good Stuff on the Strand in Hermosa for people watching. Here's their "strandcam" http://www.eatgoodstuff.com/strandcam2/
Across from Martha's is a nice little Italian restaurant with patio dining,

Pier Avenue in Hermosa Beach has a fun energy. Lots of choices there with patio dining. You could walk around and look at the menus to see if anything interests you.
I have been wanting to try Fishbar in Manhattan Beach. I've heard good things about it, but not sure if they have outdoor seating.
Charthouse is in Redondo and not open for lunch.

Surprised not to see any mention of :
Hot's Kitchen (opens up to the outdoors in nice weather),
The Rockefeller (outside tables & a fireplace),
Mediterraneo (Not new, but a great people watching spot & delish tapas. One of my personal favorites),
Ocean Bar (also not new), atop what used to be Union Cattle (now Abigaile's). Great rooftop views of the beach, seems quite popular.

Since several suggestions were not 'new' spots, I thought I'd come back and add these three on Metlox Plaza in Manhattan Beach:
Petros (Greek)
Sasha/Sushi
Lunch on the patio of Shade Hotel
Just a little ways south on PCH in Riviera Village (Redondo), breakfast or lunch at The Yellow Vase and lunch or dinner at H.T. Grill
