September or October. Son has lived there ten years; they feel these months the best. Pick last half of Sept or first half of October. The summer months often have damp Pacific mist that settles over the coastline (look at satellite maps) so they often have "Gray May" and "June Gloom" -- we have visited each month of the year, and think Sept/Oct best. Good luck.

I should have added that to some extent it depends what you want to do once you get here. If the beach and playing in the ocean are things you'd like to do, then August. The ocean water will be as warm as it gets then (low 70s) and lifeguards are still at all the beaches. However, if you're not going to be IN the ocean, the beaches are still nice in the later months. Never, ever swim at a beach where there is no lifeguard. There are often dangerous rip currents.

We were there in August and had good weather - morning fog right along the coast that burned off about 11, then sunny, warm afternoons. It cooled off again in the evenings. The problem with August though, as others mentioned is that it is still summer season and so hotel rates are high and places are crowded.
